I don't actually know exactly how the existing teergrubing software
works. I know it "slows down" the connection, but I don't know the
details.
In Exim 4.11 (out soon) you will be able to specify a delay in the ACL.
This, I guess, will provide a form of teergrubing. (We already have the
smtp_ratelimit_xxx options, which are related.)
Is there anything more to it than "delay before responding"? Hmm. I
suppose you could send a multi-line response, delaying before each
line...
