Check for the options in exim3 to remove frozen messages automaticly,
after a certain amount of time (ignore_frozen_messages,
ignore_bounce_errors_*). I can't remember the correct options now. Just
check the manual.

In most (not all) cases you can prevent frozen messages with sender and
receiver-verification
