Kirill, what securelevel is this machine running in
('sysctl kern.securelevel')? What about the other OpenBSD machines
running exim? I note the following in the securelevel(8) man page:

  BUGS
       The list of securelevel's effects may not be comprehensive.


Alternatively, perhaps you specified a UID for the exim user in
Local/Makefile, and the exim user has a different UID on this system?
Or perhaps an incorrect UID is specified in the exim config file
instead of the exim username?

What else is different between the machines?
