If by "packet" you mean "messages on a single SMTP connection", then
Exim 4 can do similar things. Check out the smtp_ratelimit_xxxx options.

They allow you, on a per-host or per-network basis, to limit the rate of
acceptance of SMTP MAIL and RCPT commands.
