Could you tell us WHAT fails?
Some debug-output?
Some logentries?

Just a guess, do you get errors about missing files?
This is because exim first checks the sender, and then the require_files
directive, IIRC this was the same in exim3.

but you can try this

BOUNCELIST = \
${lookup{$local_part}lsearch{/etc/vmail/passwd.$domain}{${extract{5}{:}{$value}}/.bouncelist}}

bounce_spam_personal:

senders = ${if exists {BOUNCELIST} {BOUNCELIST}}
