[Exim] error message - from secondary mx

This is the error i am getting......

Firstly, A brief history:

Set up 2 exim servers.

1 is primary, 2 is secindary.
kill exim pid on 1.
Mail queued on 2.

restart PID on 1.


error message received during whole process:

R=dnslookup T=remote_smtp defer (-53): retry time not reached for any host

Any ideas?
