I hae made sure that that the exim binary has setuid bit set:
ls -l /usr/local/exim/bin/exim-4.10-2
-rwsr-xr-x 1 mail mail 508017 Nov 17 02:48 /usr/local/exim/bin/exim-4.10-2
this is all I could find in documentation ..
