Not having any retry rules will disable *all* retrying. Unless you are
in a rather weird situation, I can't see that you actually want this.
What if my mail host had been down when you just mailed me? Your message
would have bounced immediately.
Even with no retry rules, the failure of a bounce delivery will still
lead to freezing unless you set ignore_errmsg_errors or something
equivalent.
