That claims it would have logged. Are you sure you don't see those
lines? We have a very similar ACL:
deny hosts = !+local_networks
message = $sender_host_address is listed at $dnslist_domain
dnslists = rbl-plus.mail-abuse.ja.net
and our logs do show the message. Often :-(
