[Exim] getting failures when no homedir for a user

Alright, I checked the FAQ and saw what it said, but I had no "redirect" router in my exim.conf; can anyone tell me how to set it so if there is no homedir for a user, that it doesn't check it for a .forward and doesn't do the stat() call on it?

Also, how can I force users with accounts to be logged in to send mail? I used a simple telnet test and it sent mail without already being logged in.
