How are you testing?
And check Exim's logs to see what Exim says about the mail coming to it.
If no mail (for these backup MX) ever get to it, then maybe there are DNS
problems or maybe the other mail servers (like with better preference) are
always being used.
If no mail is coming to it, then send an email to it (that is for one of
these backup MX domains) and see what exim logs.
