mhhh, strange, you need to single-quote your strings, even if you use the
quote_* operator
data = ${lookup pgsql {SELECT email FROM staticlists WHERE domain =
'${quote_pgsql:$domain}' and list = '{$quote_pgsql:$local_part}'}}
