One thing in particular to note in the context of email is that BOTH
possible meanings of the sign are used in this context!

POSIX says: "If preceded by a '-' , the timezone shall be east of the
Prime Meridian; otherwise, it shall be west (which may be indicated by
an optional preceding '+' )."

RFC2822 says: "The "+" or "-" indicates whether the time-of-day is ahead
of (i.e., east of) or behind (i.e., west of) Universal Time."

The wonderful thing about standards...
