Yes it would. For those users that are outside of your IP block you can use
POP-before-SMTP. We do that here, and it works well.
With this setup, your users that are outside of your IP block would first
check their email via POP3. This in turn would open up the IP that they are
coming from for X minutes so that they can relay mail through your SMTP
server.
