Yes. I concluded that route_list really should be providing a list of
hosts, because the point of the manualroute router is to manually
specify "this domain goes to these hosts".

As people have pointed out, there is hosts_randomize. It isn't quite the
same as MX ordering, but it should stop everything going to the same
host.
