I've reformatted the condition somewhat and modified it. Test whether
this works.
condition = ${if and { \
{!eq {${lookup pgsql{SQL_REJECT_LIST}}} {${lc:$sender_address}} } \
{ eq {${lookup pgsql{IS_A_LIST}}} {${lc_$local_part}} } \
} {true}{false}}
