Frozen messsages usually sit around in /var/spool/exim/inputs
(or 'exim -bP spool_directory' will tell your where your inputs
directory is). Not all messages in there will be frozen.
The files in /var/spool/exim/msglog will say why they are frozen.

I use
    ignore_errmsg_errors_after = 12h
which gets rid of a whole class of frozen messages which don't
interest me.
