It's one SA check that outputs all the words that are spam like in the
check. That one check, if it matches, can return a *really long* header.

After trying a bit, I hit some other limits apparently, but then I realized
that the problem was really with SA and not exim, so submitted a fix to SA
to disable the reporting of all the spam words by default.
If you run SA 2.40 or better, my patch is in there by default.
detailed_phrase_score { 0 | 1 } (default: 0)
This option displays all matches for "contains phrases
frequently found in spam" Note that this is disabled
by default because it can output huge headers (800
words and more than 8KB in some cases)
