OK, instead of adding a new configuration option, I could instead extend
the ACL syntax so that

verify = sender/callout

and

verify = sender/callout-nocache

were both available. This would then mean appropriate ACLs could be
constructed to choose whether to cache or not, and not be limited to
regexes (use whatever type of lookup you like).
