Except that will reject messages with
To: undisclosed-recipients :;
which, while a fairly strong spam indicator, is not 100% proof of
guilt. Guess the only thing for it is to parse the header for real, and
see if the addr-spec is @-less. Another thing for local_scan()
methinks.
