I use
$mailprog = '/usr/sbin/sendmail -i -t';
wich is working fine on my machines. For some "backward" compatibility
/usr/bin/sendmail is a symbolic link to the exim binary.

If that didnt work as is your exim should allow mailing (relaying) for your
Webserver user (on redhat user "httpd").
