Hmm. That's a "should never occur" error message. This is the first time
anyone has ever reported seeing it. Sorry, there is no prize...

Exim is supposed to qualify any bare local parts that it accepts with
the qualify domain. What's the history of this message? How was it
received (look for previous log lines). Check the contents of the -H
file for the message to see if "root" does indeed appear there
unqualified. If not, the bad address is somehow being generated by
aliasing or forwarding. A test delivery with -M -d9 might show up more
detail.
