Try:

exim -d -v -qff

and see *WHY* exim is freezing them.. most likely, the address its
trying to send to is invalid or not deliverable.

You can set various options to tell exim to ignore undeliverable bounces
messages, possibly after a delay.

You can also use exim -Mrm (id) to simply remove these from the queue.
They are probably bounced spam.

You can use 'exim -Mvb (id)' and 'exim -Mvh (id)' to see the body and
headers of one of them if you want to see what it is.
