[Exim] Authentication before any thing

Dears

Thanks about your replay about exim SMTP authentication
however exim now is secure against relaying but one big problem is if
a spammer or hacker try to send email
to on local address it doesn't require password even we can not stop
it with host_accept_relay.

Can you help me regards this problem. I want exim doesn't allow any
thing before authentication
or Can I use pop before smtp on exim
