The point is that tcpwrappers is a library with a .h file that is
included by any program that wants to use it. It is normal practice for
#defines in such headers to be named carefully, e.g. by pre-pending the
name of the library. And indeed, this applies to lots of types of name,
not just #defines.
Exim is not a library. It should be free to use more or less any names
it wants to.
