Mmmh, that depends on the settings (that's not true by default), and I know
exim 4 actually rejects the RCPT TO, not the MAIL FROM.
I'm not too sure about exim 3 anymore.

Either way, you're not rejecting MAIL FROM:<>, you're rejecting any from and
to.
RFCs conveniently do not deal with RBLs and other checks that lead you to
refuse SMTP connections.

You could argue that rejecting any mail violates RFCs, but quite frankly, I
could argue back the other way :-)
Either way, with today's internet, everyone interprets this in slightly
different ways and does what seems best for his/her site.
