[Exim] PROBLEM WITH COMPILIING EXIM ON DEBIAN

Dears
I done every thing I exim make file on Local directory on Debian
machine for compiling exim.
I done every thing step by step according exim Book by philip hazel.
When I try to Run make I get make: ***No target. Stop.
Please help me where can I find error.
