[Exim] rbl_domains

I'am baffled
something in my exim configuration is not working correctly,
I cannot use rbl_domains = blackholes.mail-abuse.org
I cannot use rbl_domains = anything
I get an error

This was happening on exim v 4.01 and I have rbl working on a server running 4.05 so I figured it was a version issue I recompiled the server with 4.10 and it has nearly the same configuration as the server running v 4.05 but fails due to configuration error?!?!?! WTF is going on....
