You need more than a log. You need the full debugging output. Please run
a test with -d and catch the stderr output.

It can't have ignored it - look at that log line! It claims to be doing a
delivery to "spam" as a result of the system filter. So that delivery is
a consequence of the system filter somehow.

Debugging output will indicate why this is happening because you'll see
the sequence of events.
