No, I don't expect that either. Are you sure the Exim you are calling
for the test is using the right configuration file? When I try this
test, it works. I get

  sender: ibraheem@???
    from: ibraheem@???
      to: ibraheem@???
      cc: ibraheem@???
     bcc: ibraheem@???
reply-to: ibraheem@???
env-from: ibraheem@???
  env-to: ibraheem@???


Try doing some -brw tests with very simple rewrite rules to check things
out.
