Indeed, but the @@ syntax applies only for that kind of lookup when it
appears in an address list. The @@ flag characters are part of the
address list syntax, causing the lookup to be used in a special way.

In expanded strings, all that is available are single lookups. If you
want a similar effect to @@ in an address list, you have to code it
explicitly (as you managed to do).

Not quite. In an address list, the first can also look up complete
addresses.
