Doug,
I have the following ACL set for acl_smtp_rcpt (exim4 only). It would
stop the relay above by spotting the '@' in the local_part,
regardless of the quotes.
deny local_parts = ^.*[@%!/|]
message = Invalid characters in local_part of recipient address
