A way to meet such needs would be the ability to route/defeer to a
designated queue, a complicated change. Then either admin scripts of
the system could trigger an exim run with a command line option with
the alternative queue specified, or an ETRN command could match the
route/defere rules to cause the alternative queue to be processed.

Maybe soemone who wants that sort of flexability will add support for
multiple queue management first !
