Ok, as I read what you wrote, a solution to the problem would be to
compile a new exim program that is installed in a different location and
that has the correct configuration compiled in.

I just did that, but I get exactly the same errormessage :-(

I run exim on the outgoing spooldir as:
/pack/exim-4.05/outgoing/bin/exim -q30m
it is installed suid root and it was started as root.

Am I confused or shouldn't that have solved my problem ?
