Yes, unless it is called by root or exim. So you should be OK starting
it as root.

Try running

/pack/exim-4.05/bin/exim -d -C /etc/eximmail/exim_outgoing.conf -q30m

(as root) and taking a look at the debugging output (stderr). Maybe that
will give a clue.
