In Exim 3, you can't easily force a defer in a router. You have to use a
trick (as has already been posted). However, you can easily force a
defer in an aliasfile director, so if you can make all domains local,
you can do it tidily that way, using :defer:.
In Exim 4, you can force defer in a redirect router by using :defer:.
