[Exim] ignored per-address filter?

so this is strange. i have this per-address filter set up as follows:

   director_a:
     ...rules...

   director_b:
     driver = forwardfile
     filter
     allow_system_actions
     file = /usr/local/services/exim/conf/spam_filter
     pipe_transport = address_pipe_transport
     owners = mail
     user = mail
     group = mail
     prefix =
     suffix =

   director_c:
     ...rules...

and when i try and send a message through with 'exim -bs -d 10' i see it
go through director_a and director_c, but not director_b. if i'm doing
something dumb here i sure can't seem to figger it out. any ideas?
