Try this instead :

    command = "/usr/bin/pow \"${lookup {*} lsearch {/etc/virtual/${domain}/sms}}\" ${sender_address} ${message_size} ${h_Subject}"

or this

    command = "/usr/bin/pow ${lookup{*}lsearch{/etc/virtual/${domain}/sms}} ${sender_address} ${message_size} ${h_Subject}"
