No one else has commented yet ...

That _looks_ ok to me, because the 'ravexim' binary is told exactly
who the (envelope) recipients are. If it just passes that back to
exim, then everything would work fine. OTOH, if RAV looks at the
message headers and decides that's where the recipient list is found,
you'll have the problem you're experiencing. I have to experience
with RAV myself.
