Here shows the SSL (TLS) part of Local/Makefile.
It works for me.
[ginger]% grep ssl Makefile
TLS_LIBS=-R/usr/local/ssl/lib -L/usr/local/ssl/lib -lssl -lcrypto
TLS_INCLUDE=-I/usr/local/ssl/include/

Use crle to set global shared library path.
