Is this normal for a wait- file in our spool/db directory?

wait-outgoing_smtp.pag
the OS reports it as 3.7GB but only 2.5GB is actually used on the disk...
I've run exim_tidydb against this file and nothing has changed. I'm not sure
if it's really an issue or not? Should I just delete the hint files and let
exim rebuild them or ignore it?
