A clean install of OpenBSD 3.0 or 3.1 sets up a cron job that every 30
minutes calls /usr/sbin/sendmail -L sm-msp-queue -Ac -q

FWIW, I'm just as glad that exim doesn't like -Ac, since it made it easier
to figure out what was going on.
