[Exim] Administrivia - RAZOR and the exim-users list

Can whoever is currently automatically feeding the exim-users list into
the RAZOR database stop immediately.

RAZOR is intended to be a human verified list of spam messages. Idiots
with (misconfigured) automatic submission systems are devaluing it.
