Fine - but if the file is owned and readable by the same UID _and_ GID as
exim is, you should not have a problem at all. Unless the directory has
permissions which restrict exim from entering it?

Tried pwcheck authentication? Works even better ...

is tab delimited, use "tr" for the job:
$tr ',' '\t' < file > newfile
