but localhost is a dns (or /etc/hosts) lookup, and is only defined
as 127.0.0.1 in my case.

the issue was an ident not getting a rst because the /etc/rc.conf
had
tcp_restrict_rst="YES" # Set to YES to restrict emission of RST
