Local MTA has:
host_lookup = LOCALHOST
and 'LOCALHOST' is a macro specifying
LOCALHOST = jhorne.csd.plymouth.ac.uk : localhost
Obviously the '!' only applies to the first entry and an implied '!*' is
tacked on the end. Hence no lookups are done.
