Seems pretty straightforward to me. A Broadwing dialup in various blacklists
because it's either a dialup or a part of a widescale block against
Broadwing.
Blocking dynamic dialup IPs is fairly common practice. You should probably
considering smarthosting through whatever ISP you use when connected to
dynamic dialups.
