He's using debian. He won't have apache running or installed unless
he told the package system to install it. (double check anyways!)
$ dpkg -l apache\*

On debian, apache runs as 'apache', not 'httpd' :-).
(does that actually make sense? ;-))
You could try upgrading to the current woody (exim 3.36) and
re-running eximconfig to start with a new configuration. (backup the
current one first). Then request one of the open relay sites (such as
ordb) to test your site.
