I don't think so. This is a common misinterpretation, and has come up
on the list several times before to my knowledge: what the message
outside of the parentheses is saying is that the IP was rejected
because it matched a host_reject_recipients entry (I think this is the
only cause for that particular wording?).
The comment in parentheses is not an explanation for rejection: it is
nothing more than the explanation, -after- the fact of the rejection,
for no host name being shown against this IP.
Compare these log entries, for example (slightly anonymised)
2002-05-01 09:14:01 recipients from [xxx.250.207.66] refused (failed
to find host name from IP address)
2002-05-01 09:15:51 recipients from sc8-a7-omp2.zzzz.net
[yy.35.193.84] refused
Both have been rejected because they are locally blacklisted for
spamming. The second one looks up OK in the DNS, the first one
doesn't.
