Yes, that is a problem in calling Exim to send the message. Either Exim
doesn't know where it lives, or there's a permissions problem.
Congratulations for posting such full information. It saves me having to
reply with my standard mantra ("test it with -d").

Isn't this the problem? Only root or Exim can addess that directory, but
you are running the autoreply as uid=30 gid=65534 (which I assume is a
normal user from your configuration).
